The Portland Urban League has a long history of recognizing Black excellence. These scholarships are our way of celebrating Miss Dickson’s contributions to our organization and how much good she has done for Black youth, young adults and community members.
The Portland Urban League is a 77-year-old civil rights and social service organization serving black communities throughout Oregon and Southwest Washington. Our mission is to enable African Americans and others to achieve equality in education, employment, health, financial security and quality of life. Nella Mae Dickson graduated from Dixie High School and earned a Bachelor of Science degree from Butler College in Tyler, Texas. He received his master’s degree from Texas Southern University in Houston, Texas. He taught at Carver High School, Amarillo, Texas. Additionally, he taught at the Cispus Center for Physical Work, Washington and later moved to the Timberlake Center for Physical Work, Oregon. He retired from the USDA Forest Service after 39 years of service.
Ms. Dickson volunteered several hours at the Portland Urban League tutoring students in math and reading. He was interested in supporting young people and always encouraged them to do their best by bringing out their potential to achieve their dreams and goals. For 23 years, Albina/North Portland Rotarians have awarded the Neil Kelly Memorial Scholarship to deserving local high school students. . This scholarship honors Neil Kelly for his commitment to community service, his advocacy for Portland’s North and Northeast neighborhoods, his business ethics, and his vision for accessible education.

Emile is devoted to his family and spends much of his free time looking after his five younger siblings. In addition to his college prep classes at Jesuit, Emile qualified and competed at State in the triple jump, attended the Multicultural Assembly and is an active member of the Young Men of Color Club. With the help of the Albina Rotary Scholarship, Emile will attend the University of Oregon where he will earn a degree in psychology.
While an excellent student, ranked #1 academically at Benson, Tiana also volunteered at school and in her community (North Portland Library, HOSA Club, Freshman Mentor). An accomplished pianist, Tiana taught at the Ethos Music School for underprivileged children. A first-generation Vietnamese-American, she plans to help underserved communities when she becomes a dentist. With the help of the Albina Rotary Scholarship, Tiana will study biology/pre-dentistry at the University of Oregon.
